Welcome!

It has been my privilege to serve as your councillor in Markham's Ward 5 since 2003. Over that time I have seen many changes, and dealt with many issues in our community. I have created this website to provide a resource for information on what's happening, what we have been successful in achieving, and frankly, what challenges have been encountered as your Ward 5 representative.
Please visit the site often as I update it almost daily. Use the search function to help you find information on any particular item - and as always - do not hesitate to contact me with your questions or comments. As I now receive over 100 email messages a day it may take me a day or so to get back to you but I promise to get back. If you have an urgent request - please contact my office at 905-479-7750

Mass Euthanasia Has Stopped

May 13, 2010

On Tuesday Night's Council Meeting, we voted unanimous to protest the Ontario SPCA from killing all the animals (over 300 of them) that we that may have been infected with ringworm.

To date, 99 animals have been euthanized under the original plan. That has now been stopped. 96 animals have been placed into foster care and will be tested and treated there.

Of the 140 animals left, there are 99 cats, 33 dogs and 8 turtles. 15 dogs have now been isolated for treatment at the shelter in separate facilities and will be monitored over the next few weeks. The remaining 23 dogs and 91 cats will be placed in temporary private shelters where they will be treated until they are recovered.

I will be reviewing the relationship that Markham has with the OSPCA.

Greenhouse Gas Emission Reduction Summary

March 3, 2010

I received a summary from our Manager of Climate Change and Energy, in The Markham Energy Conservation and Sustainability Office of the green house gas emission reductions from the planned facility improvement measures and solar photovoltaic systems.

The PV arrays at 8100 Warden, the Civic Centre and seven roof tops we will lease to PowerStream, a total of nearly 2MW of peak output, will reduce approximately 430 metric tones of GHG annually.  Under the FIT contracts the Ontario Power Authority retains the rights to these carbon credits.

The facility improvements on nine town buildings will reduce approximately 560T of GHG annually.

The Town has committed nearly $1.3M for the facility improvements.

A ton of carbon is typically selling for $10 to $20 on voluntary markets.  The potential value of the facility improvement credits is approximately $5,600 to $11,200.

Environmental Initiative in Ward 5

February 3, 2010

The Redside Dace Habitat Rehabilitation Imitative will be happening in the Little Rouge Creed, near 9th Line and Donald Cousens Parkway and east of Reesor Road, south of 16th Avenue during the period April 2010 to March 2010. The project will monitor, protect and rehabilitate the habitat for the provincially threatened Redside dace population. Populations of this sensitive species have been declining due to habitat loss resulting from urbanization and intensive land use. A rehabilitating plan was developed in 2008 aimed at restoring historical populations of redside dace as well as monitoring and creating additional habitat for existing populations.

Did your Fence Disappear?

January 18,2010

I have received numerous complaints regarding wrought Iron fence gates being taken yesterday. Many residents have filed police reports, and called to confirm if the Town was doing work. These are Town Fences, and the Town has hired contractors to replace the fence gates because of deficiencies. Unfortunately we were unaware that the Contractor had actually started working on them.

In total there will be 72 gates replaced, and the contractor known as Peel Fence will be taking 10 gates at a time, and returning 10 gates.

The addresses affected are all backing onto Ninth line.

They are in the process of preparing a notice for the affected residents, and the notices will be hand delivered

Remembrance Day

November 10, 2009

The eleventh day of the eleventh month - this is Remembrance Day in Canada. We gather at cenotaphs and memorials in over 2,000 cities, towns and villages throughout the country. We stand with our heads bowed and we wear a poppy. We take part in a simple, but moving ceremony to honour the many Canadians who were killed in World War I, World War II, the Korean War and on United Nations Peacekeeping Operations throughout the world. During the two minutes of silence we think of these brave people who were in the Army, Navy, Air Force and Merchant Navy. They paid the supreme sacrifice to ensure that this great country of ours remains free and democratic.

For those who are not able to attend a Service, I encourage you to observe 2 minutes of silence at 11:00 a.m. on that day to honour those who have made the sacrifice for Canada.

More Trees Coming Down

October 15, 2009

More Trees are coming down, but it is under control.  Permits have been given because they follow the by-law of submitting a site plan which shows that there will me more trees when completed that there were before.

All Markham Stouffville Hospital has started to construct the new parking lots on the north side of Church Street.  They started tree removal in this location yesterday.  Trees in other locations throughout property will also be removed for service connections, parking lot expansion and the new building eventually. Tree preservation fence will be installed around the trees to be preserved.

If you have concerns or questions don't hesitate to contact me.

Construction in Ward 5

October 9, 2009

I am asked, "What's with all the construction?"

There were three projects running and with the rain this summer,  they have all backed up into a scramble to get them done before the end of the construction season.

The concrete work on the curbs and sidewalks is being done as a preventative maintenance, before they crumble and break in different areas.  The road resurfacing is also a regularly scheduled work.

There is a new initiative taken on by York Region Transit to upgrade the bus stops to make them compatible with wheel chairs and scooters.

The Goodwill Trailer is Gone!

September 12, 2009

The Goodwill Trailer is gone, but the service is still there and going strong. The entire operation will be in the Recycling Depot building and the trailer is no longer needed.

I have been working with Claudia Marsales and Shayne Hartyn in our Solid Waste Management Department for over a year on this pilot project and it has been a success.  Many tonnes of household goods have been diverted from landfill sites and have been recycled and reused.  This saves taxpayers over $100,000.00 per year.

The trailer was put there as a pilot before more extensive work was done.  There have been problems, some of which have been solved and others were insurmountable but the pilot was wroth the effort.  The operation is being taken over by the Town, so that there is control on the staff and the surroundings.

Trees cut on Washington Street

August 28, 2009

I have received several calls regarding trees being cut down at 48 Washington St. from area residents.  It is good that the residents in our area take the time to be the eyes and ears for our community to make certain that trees are not cut illegally.

48 Washington St. has been granted permits to cut down five trees. One Black Walnut tree will be preserved (close to the road) and the remaining trees that are being removed are smaller than the required size for Tree Permits through our preservation Bylaw.

Our Town Arborist has been to the property and confirmed that the correct trees have been cut.

Permits are required for trees with a trunk diameter of 20 cm (about 8 inches) or more, measured at 1.37 metres (about 54 inches) above the ground at the base of the tree.

Dog Owners, Take Note

August 6, 2009

Markham By-laws state that all dogs must be on a leash.  However, I believe that there needs to be areas that dogs can play in a leash-free area.  In 2003, Councillor Stan Daurio and I worked to provide a basis that leash-free areas could be created and it was accomplished by November 13, 2007.  Please click here to find details about the Leash-free process.

This summer has seen a number of complaints come in to the By-laws office about dogs running freely in general, and in our Parks specifically.

I have received word that our By-laws Officers will be stepping up compliance.  Please click here for more details.

Committee of Adjustment

August 4 2009

I have added a page that lists the Agenda for the Committee of Adjustment items that affect Ward 5.

The Committee of Adjustment is a committee that is made up solely of Markham residents who make decisions about property variances to the By-Laws that are minor in nature.

This concept behind this committee structure is that it is free from political influence.  If its decisions are not to the liking of the property owner, the decision can be appealed to the Ontario Municipal Board.

The Committee meets once a month on a Wednesday evening.  I will endeavour to keep you up to date by clicking here.

Tree Cutting at Markham Museum

July 29, 2009

I have received phone calls from residents who are concerned about the tree cutting at our Museum.  While we all hate to see trees removed, there has been a lot of thought gone into this.

The trees have been removed as part of the construction of the new collections building and in their place there is quite a sophisticated landscape plan that see enhancements above which currently exists.

The Museum has followed all the same rules for Tree Removal that a resident would need to follow to remove a tree.  I have attached copies of the Landscape Plan, as well as some presentations and fact sheets that show the number of trees that will be added to make.  Please click here.

I have also been told by the Museum folks that many of the trees were diseased.

Caterpillars in the Trees

May 22, 2009

Marina Antonoglou has researched the Tent Caterpillar infestation for us and has sent the following information.

"I have spoken with the Forestry Department today regarding the calls we have been receiving about the caterpillar nests (and the caterpillars) in the boulevard trees.

The Forestry crews will begin removing the caterpillar nests next week.  It is a considerable task, as whole streets require the blvd trees to be pruned to remove the nests, and it will be a couple of weeks before it will be completed.  Crews are starting a little later than usual due to the recent wind storms and staff’s response to the emergency situations caused by the storms.

Caterpillars, although in abundance this year, are not dangerous, will not kill the tree, and pose absolutely no risks to people or trees."

Thank you Marina for finding this out for us.

It's Spring.  When will our Parks be Completed?

May 2, 2009

The parks completion in Ward 5, and all over the Town, has been slowed down due to the weather.

Because of the record wet year that occurred in 2008, construction was delayed in all park construction activities in the Town.  The extremely wet construction season did not allow construction to proceed at the normal pace as we had anticipated in early 2008 with rain that seemed to fall every 3 days.

Compounding the problem were generally cooler temperatures, in particular in the Spring and Fall, which meant that it took longer for ground conditions to dry up when it did rain.  When there is a continuous cycle of rain as there was in 2008, it takes even longer for the ground to dry out.  2008 was one of those years where we kept getting the rain with a combination of the frequency and temperature that did not allow the sites to dry up sufficiently to permit construction activity to occur as we had hoped.

For an update on specific Park Completion dates, please click here.

What Happened to the Splash Pad at Swan Lake Park?

July 7, 2008

When we did the initial start up in mid-June, we discovered that there was a substantial leak in the water main that services the park.  This may have occurred over the winter, but it is not typical and is a bit hard to say why it happened with any certainty.

We immediately hired a contractor on the spot to do the repair, but because they have to dig a big hole in the boulevard to get access to the pipe, they are required to obtain utility locates and all the other 'red tape' that happens when we cross jurisdictions of responsibility.

I believe that all the permits have been issued and I anticipate that the pipe will be hooked up and running in the next week or so.

Update August 6, 2008  It is my understanding that there have been complications and the implementation date has been delayed.  i will update this section as I find more information.

How to Contact By-Law Enforcement

April 26, 2008

If you have a problem where you think a By-Law is being broken, you can contact the Town by calling 905-477-7000.

During business hours that number is answered and you can always leave message after hours and on weekends. You can also e-mail the Town at customerservice@markham.ca

The Town will be assigning By-law Staff to weekend shifts over the summer. We do not have a number yet to contact them; however, i will post it here as soon as it is operational.

By-law staff are discreet in their investigations of complaints and the complainant’s information is never disclosed. If you provide an address, staff will speak to the person. Often residents are unaware that their activities are contrary to by-laws and will quite happily comply.

Summer's Coming, and the Youth are becoming visible again.

April 7, 2008

I have been troubled for a long time that the average youth in Markham is getting the short end of the stick. There are lots of programs for youth that are advantaged. There are programs from arts to sports teams that are available. For the disadvantage there are also a lot of programs geared to an individuals ability. But I've found that for the youth that is cursed with being average, there were not a lot of opportunities. The result is idle minds and idle young people, which manifests itself into mischief.

It was for that reason that in 1984 I became a Charter Member of the Optimist Club of Markham.  The goal of the Optimist Club is to become a friend of youth by bringing out the best in them.  If you click here, you will be taken to the website of Optimist International which will give you more information. The link will take you to another site, so please use the "Back" arrow on your browser to return to the Ward 5 page. (The Optimist Club of Markham is currently looking for active participants who want to make a difference in the lives of our Youth.  If you want more information, please contact me.)

I am proud that Council has recognized this need and through the Youth Services section, the gap is being filled.

Please click here for a report on the events of the Mayor's Youth Task Force and the Recreations Youth Services strategic plan accomplishments and proposed initiatives.

Engaging youth is the best method of building a Character Community.

Tragedy Averted by Town Staff at Centennial Arena

March 29, 2008

On Wednesday March 26, 2008, Susan Iemma (Pool Supervisor) and David Storie (PT Shift Supervisor) responded to an AED incident in the arena. A 48 year old man collapsed on the ice during Shinny. He had a history of cardiac conditions.  Susan administered a shock and performed CPR.  Dave performed the rescue breathing. Together, they saved his life.  Early defibrillation really does work!  The update from the hospital indicates that the man is doing well and is in the ICU.

Garbage and Family Day

February 22, 2008

Rant of the Week - by John webster

Family day, while a good idea in principle, was implemented by the Provincial Government in an amateurish way. (Please click here to read my thoughts on the matter.)  The result is that our municipality took the holiday, but Miller Waste, who picks up our garbage did not.

Therefore, if you are logical and think that garbage pickup will be one day later than usual, as is the customary practice when a Monday is a holiday, you will be angry.  Miller worked on Monday, the holiday, and so we were supposed to somehow know that garbage will be picked up on the regular day.  I found this out after lugging all three streams back in last night and watching the truck wiz by this morning.

I hope next time the Provincial Government decides to make sweeping changes, they will put some thought behind the implementation first.

There.  I've said it, and now I'll cool off by shoveling some snow.  John.

York Region Transit Route Changes

November 21, 2007

The 9th Line is open, and I have received information that the Bus Routes in the east end will be changing as of Monday, November 26, 2007.

YRT has received positive feedback regarding the temporary Route 85 routing via Bur Oak Avenue.

Effective Monday November 26, 2007, Route 2A – 14th Avenue and Route 9 – 9th Line will operate along 9th Line (back to original routing).  Route 2A – 14th Avenue and Route 9 – 9th Line will no longer service Bur Oak Avenue.  The following routes will continue to service Bur Oak Avenue are:

            Route 1 – Hwy 7

            Route 85 – 16th Avenue

Route 201 – Markham GO Shuttle

            Route 303 – Cornell Express

There are future plans to extend Route 85 further east of 9th Line and service Cornell Rouge Blvd.  This future Route 85 extension will service the proposed bus terminal/loop at Hwy 7.  The Route 85 service along Bur Oak Avenue will be removed when Route 85 is extended to Cornell Rouge Blvd

Raccoons a Problem?

I've had calls about Raccoons doing damage to homes and gardens, so I've checked what can be done.  Unfortunately from the Municipality's point of view, there's not much.  Raccoons are a protected species, and if they are trapped by a company, they must release the Raccoon within one kilometer from the trap site.  It's my experience that the Raccoon will find it's way back so it's money wasted.

The Town has no facilities to handle Raccoons.

If you have a favourite method of discouraging Raccoons, please let me know and I'll pass on the suggestions.   Send your ideas and suggestions to me at JohnWebster@JohnWebster.com
